Teen (18 & 19) Boosting Statistics
As Josh found in his studies, I can confirm that a teen needs to have 71 or greater potential in order to undergo a boost in TC. In a sample size of ~225 TC's, I observed that teens with <71 potential would undergo a traditional TC (-4 to -7 drop).
Below, you can find a histogram that depicts the changes in potential for a 18 or 19 yr old teen. Please keep in mind that the teen must have at least 71 potential in order to follow the potential distributions.

The same results are summarized below. As you can see, there is a 25% chance that a teen will undergo a significant potential drop and "die", whereas a significant jump (+10 to +19) will occur ~10% of all simulations.
